Design & Development Phase

The design and development phase expands on the work done in the pre-feasibility phase and includes the following activities:

Part A:

  • environmental constraints analysis
  • obtaining site control
  • resource assessment
  • review of required regulatory approvals
  • capital cost estimates with equipment specifications
  • organizational development
  • project coordination

Part B:

  • developing a business and financing plan
  • resource control such as fuel contract negotiations, if applicable
  • engineering studies
  • project coordination

The design and development phase will cover up to 60 percent of eligible costs to a maximum of $250,000, less any funding received in the first phase. Please see the Program Rules for more details about the AREF.
