The design and development phase expands on the work done in the pre-feasibility phase and includes the following activities:
Part A:

environmental constraints analysis

obtaining site control

resource assessment

review of required regulatory approvals

capital cost estimates with equipment specifications

organizational development
-
project coordination
Part B:
-
developing a business and financing plan
-
resource control such as fuel contract negotiations, if applicable

engineering studies
-
project coordination
The design and development phase will cover up to 60 percent of eligible costs to a maximum of $250,000, less any funding received in the first phase. Please see the Program Rules for more details about the AREF.
